RBAC updates allowing Org Contributors to create and manage applications:
- Within the main platform, Org Contributors must have Project Admin privileges for the projects they wish to add to the Application.
- Within the Reporting platform, Org Contributors will be able to create reporting applications for those projects they have access to.

Note related to Coverity 2023.12.0 upgrade: When upgrading to Coverity 2023.12.0, users must upgrade to Polaris CLI version 2023.12.0 (not optional). Otherwise, using an older Polaris CLI version with Coverity 2023.12.0 will result in capture failed errors.

Note related to Java 21 support: For Java 21 support, preview features are not supported. Error recovery must be enabled when using preview features.

Note related to ARM support with ADO or Jenkins plugins: Customers running on ARM and using the Jenkins and ADO plugs-ins will see scan failures if upgrading to Coverity 2023.12.0. Customers with this setup should wait to upgrade to Coverity 2023.12.0 until the plug-ins get updated in the next few weeks.
